Laura Lizano Ramón is a civil engineer from the University of Costa Rica. She has Master degree on Hydropower development from the Norges teknisk-naturvitenskapelige Universitet (NTNU) of Norway.
She worked with the Costa Rican Institute of Electricity (ICE) for 26 years, in different departments and in the development of hydroelectric projects during the planning stages, hydraulic design and in the supervision of constructions. She also participated in multidisciplinary teams of environmental studies of hydroelectric projects.
Her current role as Energy director has been to lead the development of the National Energy Plan and the mechanisms for its monitoring. She is also the representative of Costa Rica in the regional meetings of the member countries of the Central American Integration System (SICA).
