Head of Operations at the Socio-Environmental Safeguards Unit | IDB - United States
Emmanuel Boulet is a civil engineer, graduated from Ecole Nationale des Ponts et Chaussees in 1993 and Sciences-Po Paris in 1996. I work as chief of staff for the president of the agency for the protection of the environment and promotion of renewable energies (ADEME) in France.
He began working on Social and Environmental Safeguard Policies in large infrastructure projects in 2001, first in the French export credit agency COFACE, later in the Asian Development Bank and for nine years at the Inter-American Development Bank (IDB) . He is currently Head of Operations in the IDB’s Socio-Environmental Safeguards Unit.
He has participated as a leading socio-environmental specialist in major hydroelectric projects in the world, such as Nam Theun 2 in Laos, Chaglla in Peru and Reventazón in Costa Rica. Represented for four years the international financial institutions in the Governance Committee of the Hydropower Sustainable Assessment Protocol.
