Executive President | Costa Rican Electricity Institute (ICE) Costa Rica
Carlos Manuel Obregon Quesada is currently the CEO of ICE. He holds a degree in civil engineering from the Universidad de Costa Rica and a Master’s degree in hydrology from the University of Padua in Italy. He is an expert in the engineering of hydropower development. He has graduate studies in hydropower development from universities of Japan, United States and Spain.
Since 1998, he has been a professor of hydrology in the Civil Engineering School at the Universidad de Costa Rica. He has dictated numerous seminars and conferences in the energy field.
He has worked in ICE for more than 35 years, and before becoming the COE, he was the General Manager of Electricity of ICE.
Throughout his career he has held various positions, such as Project Manager of INVU (National Institute of Housing and Urban Development), President of the Federated College of Engineers and Architects, President of the College of Civil Engineers and coordinator of the hydraulic resources sector for the implementation of the Strategy for Sustainable Development from Costa Rica.
